
The Department of Hawaiian Home Lands
developed the Home Ownership Assistance Program (HOAP) to increase home
ownership opportunities for eligible beneficiaries of the Hawaiian
Homes Commission Act. The ultimate goal of HOAP is to empower
beneficiaries to qualify and purchase or construct homes on Hawaiian
home lands.
This innovative program serves as an
intermediary that connects Native Hawaiians to the information and
resources needed in this important life step for those interested in
owning a home located on Hawaiian home lands. HOAP engages
Providers located in the state of Hawaii to offer a multifaceted system
of home buyer counseling services and ownership readiness training to
Native Hawaiian families and individuals that need to improve their
financial conditions in order to meet the responsibilities of home
ownership.
DHHL’s Home Ownership Assistance Program consists of the following components:

Access to the HOAP Information Call Center

Delivery of HHCA Orientation Workshops
- Delivery of Home Buyer Education & Financial Literacy Courses
- Access to Providers that deliver one-on-one
assistance in credit repair, mortgage lending applications, financial
management, and other home ownership relevant assistance
- Access to Providers that specialize in credit repair, debt reduction and/or debt restructuring
HOAP is a program of the Department of
Hawaiian Home Lands, administered by the Council for Native Hawaiian
Advancement (CNHA) and delivered by multiple Provider firms dedicated
to affordable housing initiatives in the state of Hawaii.
TODAY:
In 2004, CNHA designed and developed the Home Ownership Assistance
Program for DHHL to increase the research and impact of financial
literacy and homebuyer education services in the Hawaiian community by
local nonprofit providers. CNHA's design includes an intermediary
delivery system using multiple providers, a Call Center to interact
with clients and compile data, and a payment system that rewards
providers based on milestone achievements. The program has been
operated by CNHA for 2 years, and will be transitioned to DHHL by June
2007.
